Initial debian packaging

Ahmad Khalifa requested to merge debian-wip into debian/latest

firebase is a dependency of ntfy that was patched out.

  • ITP: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1113901
  • Packaging is straightforward, but one dependency has been vendored a la 'usql' method.
    • This is because the required version is much older than what dependency-upstream has. It cannot be packaged as standalone at this time.
