Update the version number of Build-Depends:meson

When I compile using debuild, the Build-Depends written in debian/control have been met. However, a version issue with meson was reported during the build process. Therefore, it may be necessary to update the version number of Build-Depends in debian/control2025-10-14_11-39-05
