Drop jpegformat vendoring patches

We decided to move them back into -bad, to reduce the maintenance burden. jpegformat appears to have been brought over just for a single testcase in the -good set (splitmuxsrc), which doesn't expect to have a primary rank jpegparse element from bad in its runtime libraries.

Corresponding -bad change: gst-plugins-bad1.0!21 (closed)

While waiting for review, the scope of this issue increased. The corresponding -bad change is now in: gst-plugins-bad1.0!22

Drop jpegformat, camerasrcbin, and gstphotography. They will be getting shipped in the -plugins-extra component now.
