Split utilities into a separate package

Hey.

Not sure if that's the most clean way to do it, see especially my python3-fritzconnection.install where I use a wildcard to get any possible future python* dirs.

The ./usr/share/doc files get still installed via docs and doc-base dh files, for which python3-fritzconnection must be the first one in control.
Feels at least a bit ugly, but not sure.
