Build in libinput instead of evdev driver for arm64 gtk installer

Shawn Guo requested to merge shawnguo/debian-installer:libinput-arm64 into master

There is an issue seen on Lenovo Yoga C630 laptop, the cursor movement via touchpad doesn't work with gtk installer. Replacing xorg evdev input driver with libinput fixes the issue.
