Add console-setup-pc-ekmap for bookworm arm64 and armhf cdrom

This is a backport of commit f5567209 which was merged in master by MR !53 (merged). Without this, the selected keyboard layout is not effective during installation with the cdrom image on arm64 and armhf (see bug#1089010). hd-media initrd already includes console-setup-pc-ekmap.
