Add ISO 3166-2 Language Codes and Translations

Nathan Schimmoller requested to merge nschimmo/iso-codes-personal-fork:iso_3166_2_language_codes into main

This is a big change to the 3166-2 JSON format. Adding in language codes and their translations as provided on the ISO Website, for example:

To minimize impact to the use of the name code @toddy suggested in !33 (closed) to format the JSON as such:
