This MR updates the package to the new upstream version 3.3.2.

Standards-Version is updated to 4.7.2, with the corresponding policy checklist reviewed. The existing Debian-specific patch has been tagged Forwarded: not-needed as its changes are only for packaging purposes and are not intended for upstream.
