Reproducible builds for documentation

This commit addresses an issue in which dates are listed in the metadata of docs. To fix this, using the -notimestamp flag which will strip any timestamps in the code. This method was used in accordance to reccomendations found on the reproducible builds website.Feel free to ask any questions.
