Fix some issues reported by lintian

• Drop fields with obsolete URLs. (obsolete-url-in-packaging)
• Bump debhelper from old 10 to 13. (package-uses-old-debhelper-compat-version)
• Set debhelper-compat version in Build-Depends. (uses-debhelper-compat-file)
• Remove overrides for lintian tags that are no longer supported: no-upstream-changelog, no-upstream-changelog (malformed-override)
• Update Vcs-* headers from URL redirect. (vcs-obsolete-in-debian-infrastructure)
• Use canonical URL in Vcs-Git. (vcs-field-not-canonical)
• Update standards version to 4.6.1, no changes needed. (out-of-date-standards-version)
