add preflight

I don't think there is any PDF/A-1b validator in Debian yet? Luckily the pdfbox sources already include one: preflight. It just wasn't built yet.

I have never touched java (or java packaging) before, so please be careful with this. I tested the installed preflight package with this code and it worked fine.
