Update to upstream's 3.13.0

Get the latest orig.tar version with gbp import-orig --uscan once you updated the watch file as in this MR.
Then only you can build with the changes here.
This may need some improvement on your side (many new files whose copyright might need to be checked) but permits to build the latest version.
