autopkgtest: Enable KVM if available

Benjamin Drung requested to merge bdrung/initramfs-tools:enable-kvm into master

Enable KVM if /dev/kvm is present. Ignore ppc64el because KVM is not usable on the Ubuntu ppc64el autopkgtest runners.
