For trixie and later releases, /lib will always be a symlink to
/usr/lib and should not be included in packages as a directory.

The klibc shared library name changes with every upload, so even if
this package is backported there is no need to worry about other
packages depending on it being accessible under /lib.  Therefore, move
it unconditionally.
