Build static tools for ia64 again

Frank Scheiner requested to merge frank-scheiner-guest/klibc:build-static-tools-for-ia64 into master

This is a partial revert of 07809ffd to allow the klibc tools to work (again) on ia64 (from Debian Ports). Currently these are broken in Sid for ia64.
