fs/hfsplus: Disable HFSPLUS_FS

The HFS+ filesystem is orphaned without maintainer upstream and is
known to have security issues (e.g. CVE-2025-0927)

HFS/HFS+ filesystems are still required on at least powerpc and ppc64. Please use blacklists instead or reenable it for powerpc and ppc64.
