[arm64] Add Bananapi BPI-R3 support

This MR consists of 2 commits:

  1. [arm64] Add MediaTek MT7986a SoC support
  2. [arm64] Add Bananapi BPI-R3 support

The MediaTek MT7986a SoC is an essential component for the Banana Pi R3 router, but is/can be also used on other devices. So enable support for it.

This is not only based on mt7986a-bananapi-bpi-r3.dts, but also on the various dtso file belonging to BPI-R3.
