debian/config/config: Enable RTW88_8723CS as a module.

This enables wifi for the pinebook, a very basic arm64 laptop.

Would also be amenable to just enabling for arm64.

Hopefully I selected the right branch to merge into, obviously should also get merged into debian/latest, but would be nice if this lands in trixie.
