d/salsa-ci.yml: Early move orig tarballs back where they can be cached

Santiago R.R. requested to merge santiago/linux:salsa-ci/early-cache-orig into debian/latest

This change is more consistent with the behaviour previous to the move to the sbuild-based build (25142ca4). In case of failure or timeouts during the build script, the orig tarballs can still be cached.
