Enable RTW89_8851BU and RTW89_8852BU as modules (Closes: #1118394)

While the request in the bug report is to enable support for those wireless chip for riscv64, they are commonly found on other architecture (e.g. on amd64 laptops), so let's enable it for all architecture as it was done in the past for other RTW89 variants.
