[buster] cloud: enable CONFIG_KSM for cloud

Noah Meyerhans requested to merge noahm/linux:buster+ksm into buster

CONFIG_KSM is enabled in the non-cloud kernel, and is useful in cloud environments. As described in #955366, the lack of this functionality impacts the usefulness of the cloud kernel for some cloud users.

The corresponding change for sid is included with !206 (merged)
