test-patches: Fix installability; improve robustness and efficiency

Backport of !710 (merged) and !752 (merged) to bullseye.

Changes in the backport:

  • Add an explicit check for noudeb profile in debian/rules.real
  • Disable debug-info through debian/config.local/defines instead of build profiles
  • Add !pkg.linux.mintools to both linux-perf and linux-perf- package templates
  • Group and summarise the changes in changelog
