Improvements to dl10n-pts

This work branch provides some improvements to dl10n-pts:

  • slightly improves the percentage charts, by removing extra decimals, and increasing the width to 150px
  • use the HTML::Template::Expr module to produce the HTML: this should help to eventually adopt the common Debian style in the translation status pages
