d/t/smoke-lxc: skip if cgroup v1&v2 are present

This is a follow on submission to !107 (comment 249224) While Debian CI as of today isn't affected it might be if running on different tests hosts, therefore we can avoid re-debugging it by checking and skipping under the conditions that are known to fail.
