Draft: apparmor: Fix QEMU access for UEFI variable files

Note that this does not build right now. debian/latest is in an inconsistent state, as it already got the new 8.1.0 version, but debian/patches/ are not updated to it yet. This is happening in !134 (merged) . I suppose until then this needs to wait, or you revert the update to 8.1.0 from debian/latest and move that commit to !134 (merged)?
