Drop some obsolete code and files

Andrea Bolognani requested to merge abologna/libvirt:cleanup into debian/latest

Mostly conffile migration logic that was only needed when upgrading from Debian 10 to Debian 11. Ubuntu 22.04 is ahead of Debian 11, so across the board we can assume the migration has already happened and no longer need to carry the additional code.
