Update copyright November 2019

I feel on one hand a d/copyright can never be perfect in a complex project. But on the other hand it can be improved a lot in most cases.

@agx asked if one could give this a look as we will hit the new queue, so I did.

Summary:

• ran all of the tools listed in copyright tools
• none was perfect so I manually merged as much as possible
• followed the format and updated along what I read
• I updated it to be machine readable
• then I fixed all remaining pedantic lintian issues on d/copyright

For reviewability I kept things separate, feel frre to squash them on merge as needed if you want.
