Merge 1.48 from upstream

Christian Ehrhardt requested to merge paelzer-guest/sg3-utils:merge-1.48-debian into master

While working on submitting merge request 8 to provide the testing I started to have a look at updating to the latest version 1.48 as part of me looking at all of this in Ubuntu bug 2085291. In this bug I documented my thought process eventually leading to work on merging 1.48 from upstream.

As with the test proposal this update would IMHO benefit Debian just as much.

I'll keep this branch updated along the changes that I need to get it into Ubuntu. Urgency depends on your preference to get that into next or next+1 release.

But (to avoid divergence pain) I'd appreciate at least a timely agreement if the way to treat the 1.46 -> 1.48 change in regard to the library name is what you had in mind when making it a named version lib.
