Draft: Add --man-cache boolean, default to true

Ryan Finnie requested to merge rfinnie/live-build:mandb-cache into master

Note that this reverses the previous baked behavior; default now adds about 200 KiB (after sqauashfs compression) for a full CD, but enables apropos/man -k functionality.
