Installer for Bullseye

Roland Clobus requested to merge rclobus-guest/live-build:rclobus/no_lilo_in_bullseye into master

Allow building images for Bullseye with the installer.

lilo will not be available in Bullseye (see #973850). Buster already did not install lilo on amd64, so there is no need to have a different list of udebs in data/debian-cd
