Renumber hooks and update where needed

While preparing for the new non-free-firmware section, I noticed some non-reproducible issues due to the order of the hooks. I've slightly modified my original proposal to allow for more free ranges for custom hooks.
I've tested with the Gnome image: it is identical to before this change.
