New upstream version MariaDB 10.5.28 for Debian 11 "Bullseye"

The current version in Debian Bullseye is tagged as debian/1%10.5.26-0+deb11u2.

  * New upstream version 10.5.28. Includes fixes for several defects
    as noted at https://mariadb.com/kb/en/mariadb-10-5-28-release-notes/ as well
    the following security issues:
    - CVE-2025-21490
  * This release includes upstream version 10.5.27, with fixes for regressions
    as noted at https://mariadb.com/kb/en/mariadb-10-5-27-release-notes/
  * Include Debian packaging bugfixes done upstream:
    - MDEV-35907: debian-start script fails when using non-standard socket path
  * Packaging changes not affecting actual package use or installs/upgrades:
    - Apply `wrap-and-sort -a` with latest devscripts 2.24.8
    - Remove obsolete filtering rules from gbp.conf
    - Re-export upstream signing key without extra signatures
    - Salsa CI: Remove arm64 and armhf builds due to CI runner issues

There are no open bugs at https://tracker.debian.org/pkg/mariadb-10.5 that should be fixed or that have been fixed and can be closed via changelog.

Commits may be easier to browse with a local checkout and running git difftool --dir-diff origin/bullseye

Branches upstream and pristine-tar have already been pushed, as their content is mechanically dictated by git-buildpackage and there is nothing to review.

Launchpad.net builds cannot be used to test builds as a Bullseye equivalent isn't available on Launchpad.net.
