Revert "Compression plugins as Depends for mariadb-server" (Closes: #1031116)

See commits (and messages) for details. The debian/changelog is not updated as it will later be automatically updated with gbp dch -avR.

The first commit fails on CI exactly the same way as the Cacti autopkgtest as described in Bug#1031116. The second commit reverts the depends and CI validates this. The test will remain in the MariaDB Salsa-CI file to ensure this will never regress. Anyway it is good to have at least one server consumer and dbconfig-common in the Salsa-CI tests as there was not server consumers tested until now.

Note: This revert will bring back Bug#1030604 and src:mariadb will break autopkgtests for src:mariadb-10.6 and migrations of all packages that trigger it will be blocked instead. This MR should be merged only if Debian Release team is favorable to unblocking src:mariadb and leaving Bug#1030604 failing until it is fixed via the removal of src:mariadb-10.6 from Debian unstable/testing.
