Prepare MariaDB Server 1:10.11.8-0ubuntu0.23.10.1 for upload to Ubuntu
Similar to !82 (merged), this Merge Request contains the import of a new upstream version of MariaDB.
Do not review merge commits or upstream commits, but focus on the ones that are made only on the proposed ubuntu/23.10-mantic branch update in this MR:

All test builds at https://launchpad.net/~mysql-ubuntu/+archive/ubuntu/mariadb-10.11/+builds?build_text=&build_state=all are passing for Ubuntu 23.10.
I tried to trigger autopkgtests via URL https://autopkgtest.ubuntu.com/request.cgi?release=mantic&arch=amd64&package=mariadb&ppa=mysql-ubuntu/mariadb-10.11&trigger=mariadb/1:10.11.8-0ubuntu0.23.10.1~bpo23.10.1~1716660839.8a879decc9f%2Bubuntu.23.10.mantic
but I got the error message
You submitted an invalid request: You are not allowed to upload mariadb or mariadb/1:10.11.8-0ubuntu0.23.10.1~bpo23.10.1~1716660839.8a879decc9f+ubuntu.23.10.mantic to Ubuntu, thus you are not allowed to use this service.
Previously in e.g. https://bugs.launchpad.net/ubuntu/+source/mariadb-10.3/+bug/2045452/comments/18 triggering autopkgtests worked for me, I am not sure what is different this time.
The CI is not running at all as salsa-ci-team/pipeline#327 (closed) for Ubuntu testing hasn't been implemented yet.
