Run get-vendorlibs (minor nits)

Antonio Russo requested to merge aerusso/matrix-synapse:mrs/vendorlibs-nits into debian/unstable

As a matter of policy, I think we should always be able to run get-vendorlibs and reproduce debian/vendorlibs. I wasn't able to, and this got it working for me (as well as bumping the versions of a few packages, which presumably is better).

There's also a bug in 0004-Warn-users-about-packages-installed-from-pip.patch that this fixes.
