Add support for <nodoc> build profile (Closes: #1124137)

This MR changes d/control and d/rules to enable building libtool with the <nodoc> build profile. In practice this allows building the package without heavy dependencies like help2man and texinfo. (Most of the work to support <nodoc> is however done by the standard dh, enabled in !2 (merged).)
