d/inn2.preinst: Remove unused preinst maintscript

The only purpose of the inn2.preinst mainscript is to perform an upgrade in case the package is replacing a 32-bit version without LFS support.

This kind of upgrade is not possible since old-old-stable (Debian 9), so the whole maintscript is no longer needed.
