d/rules: avoid s390x segfaulting with gcc-10.2 optimizations by falling back to -O0

Hi, I try to hold together this discussion which is hard being yet unclear if the root cause is in gcc or clustalo code - combined with upstream not having a common bug tracker. Therefore discussions on the long-term bug would be great to happen on https://bugs.launchpad.net/ubuntu/+source/clustalo/+bug/1903817

Short term the proposed drop to -O0 on s390x avoids the segfault with gcc-10.2

P.S. I'll also send a mail to the upstream mentioned adress with links to the MP and the LP-bug.
