Yes, this is the same biotoolsID as for the 'clustalx' src package. Something to deal with in the integration with Bio.tools.

The old biotoolsID 'clustalw' is only for the old versions of Clustal 1.8 - 1.83, and should be changed in Bio.tools to 'clustal1' or similar there, to avoid future confusion.
