Add LoongArch support in d/control

Add build target for LoongArch.

Otherwise, packages for the loongarch architecture cannot be compiled, such as libmash-dev_2.3+dfsg-4_loong64.deb and mash_2.3+dfsg-4_loong64.deb.

This pull request will not affect other architectures. Please review.
