Add a minimal mention about Salsa and Salsa CI

Before this neither the Introduction for maintainers -page nor the Q&A-page had any mention of Salsa or Salsa CI, which are very useful for new contributors to Debian. Add a minimal mention to start somewhere. The contents can be overhauled in later commits.
