Rework notification emails on upload and comments

This MR brings various fixes to the notification system.

  • It re-adds support for notifying subscribers on upload, which has been missing since !105 (merged).
  • It fixes the comment notification where a single mail was sent to all subscribers. Now, one mail by subscriber is sent which, in addition to preventing leaking email addresses to other subscribers, allow for translation.
  • It add tests for both on upload and on comment notification system.
