Split calendar into its own package

bsdmainutils is priority important, so most systems will have it installed; calendar is bigger than the rest of the package combined, and also includes a disabled-by-default cron job that runs daily only to exit on most systems. Split calendar into its own package, and add a NEWS.Debian entry documenting the change.
