New upstream release and housekeeping

Hello,

This MR updates the Debian package with the new upstream version 2.12.0 and performs some housekeeping. Lintian is raising few warnings, but I did not manage to get rid of them.

You can also fetch the branches upstream, pristine-tar from my fork, as well as the tag upstream/2.12.0.
