New upstream release: 23.2.1

Simon Chopin requested to merge schopin/obs-studio:master into master

In order to get this new upstream version I've had to change a few things here and there.

Ironically, I did it all to be able to use NVEnc, but it turns out it isn't enabled in FFMpeg yet. I don't know much about OBS so my tests have been rather shallow, but I was at least able to record my desktop, with audio input and output capture.

The upstream/ tag and the related branch, as well as the pristine-tar branch have both been updated in my fork, I don't know if I'm supposed to do a MR for those ?
