Add dependency for check_ssl_cert: bc

check_ssl_cert uses the program bc for computing arithmetic expressions. On many systems this is probably already installed, but it was not mentioned explicitely before.

bc was previously in the "Recommends" section, but it is necessary to use check_ssl_cert, therefore it might be better suited in the "Requires" section
