This MR will returns salsa-ci.yml to the Debian package.

I am currently preparing nginx/1.22.1-9+deb12u1 https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1098353 and would like to have a working pipeline for it.

And that can't be done (or I don't know how) with the current settings that are in gitlab recipes/debian.yml@salsa-ci-team/pipeline.

Idea is: main branch:

debian/bookworm branch:
