Mostly fix the watch file

John Scott requested to merge jscott/frama-c:master into master

The old one appears to have not worked in a long time. This makes some progress:

uscan info: Newest version of frama-c on remote site is Scandium, local version is 20191204+calcium (mangled local version is calcium)

The case doesn't match up right, but I hope it's a good start. If nothing else one can capitalize the first letter in the next upload.
