Fix some issues reported by lintian
- Trim trailing whitespace. (trailing-whitespace)
- Use secure copyright file specification URI. (insecure-copyright-format-uri)
- Update watch file format version to 4. (older-debian-watch-file-standard)
- Set field Upstream-Name in debian/copyright.
- Update pattern for GitHub archive URLs from ///tags page///archive/ -> ///archive/refs/tags/.
- Update standards version to 4.6.0, no changes needed. (out-of-date-standards-version)
