Git-Dch: Ignore

This new format seems to have been introduced for most tags in Lintian
2.114 and 2.115. Unfortunately, lintian does not accept overrides in the
old format, see this report for discussion about that:

Lintian now adds brackets around the filename, causing the override to
no longer match. Additionally, this updates the comment about the
override with the current output of hardening-check -v.

This backports a code change to fix a naming conflict over the `data`
name, and compiles with c++11 to fix a boost-related template problem
that occurs with the default gnu++17.

This updates the download url following upstream changes, and bumps the
version to version 4 (without any changes needed).

When adding debian/patches/endian_check_cpp_abort_on_ftbfs.patch, the
changes introduced by the patch were accidentally committed along with
the patch itself. This reverts that.

The only change required was to support DEB_BUILD_OPTIONS=terse.

The current Makefile construct makes the build loop when
endian_check.cpp fails to build, causing never-ending builds.

This adds a patch to the Makefile to preserve the failure result of
endian_check, causing the abortion of the build if endian_check fails.
